Waterfront: The HOA owns and manages a common waterfront lot for all Beltane First Addition residents to enjoy. There is paved access and a small parking/turnaround area above and a grassy picnic area with a gazebo and sand beach below. The common dock provides our owners convenient access to Lake Pend Oreille for swimming and passenger pick up/drop off. We ask that there be no unattended boats at the common dock, and no overnight parking in the common lot parking or on the access roads. The green gate on the common lot is to remain locked. If emergency or other access is needed through this gate, please contact a Board member. There currently is no electric service, restroom or garbage collection serving the common lot. We rely on each owner to be courteous during use, have fun, and please leave the area clean and tidy for others.
Water: The HOA owns and manages the water service installed to each lot. The 22 Beltane First Addition lots are served by a well and reservoir located on perpetual easements outside the plat. There is a one-time hook-up fee of $5,000 for each lot prior to connection to the water service, and no other water service or well can be utilized by any owner. The current annual fee (2018) for “water users” hooked into the system is $100 and this is billed as a separate line item with the annual lot assessment each summer.
Electricity: Electrical service within Beltane First Addition is underground and to further protect and enhance the views across the development, no overhead poles or wires can be used to connect residences to the existing power lines. The current utility is Avista. Due to wind, snow and other possible calamities, power outages are likely across North Idaho. Most residents end up installing a stand-by generator to provide temporary power to their homes during outages. We have learned to “group” the regular annual maintenance of our generators in the neighborhood to be most cost-effective.
Sewer: Each lot in Beltane Acres First Addition has a sewer hook-up in place or reserved with the Bottle Bay Recreational Water and Sewer District. There are regular quarterly assessments for the sewer service, whether or not a residence has been developed on the parcel. Roads: Bonner County basically considers all roads heading our way from Bottle Bay Road to be private, so they do not maintain or plow anything past the mailboxes at the turnoff onto East Bottle Bay Road. To maintain these “private” roads, residents of the East Bottle Bay area recently organized the East Bottle Bay Road and Bridge Association (EBBRBA), headed by Steve Shearer, Bill Berg and Will Valentine. All maintenance and improvement projects taken on by the EBBRBA are funded directly by the residents of East Bottle Bay based on a pro rata share of the costs. Will Valentine also sets up snow plowing for these roads during the winter (currently Best Tree Services) and winter residents are asked to contribute to this plow fund. The HOA and owners are solely responsible to maintain the Beltane Place road within our plat. We share the lower road (Stewarts Drive) and its maintenance needs with our neighboring Beltane Acres residents.
