History and Near Term Plans
Beltane First Addition was platted and developed by George and Sally Alex beginning in 1987. The first lots were offered for sale in 1992. Bel-Tane First Owners Association, Inc. was incorporated in November of 1994 as a non-profit HOA to oversee the 22 lots of Beltane Acres First Addition along the with associated common areas and the water system. By 1995 the management of the HOA was handed off from the developers to the first HOA Board of Managers.

Annual assessments (originally beginning at $100/lot) have been collected since 1995. The small annual assessments are critical to maintaining and further improving our development. The members discussed the need to encourage prompt payment of the annual assessments and several times have voted to establish penalties for non-payment of dues and filing of liens for past due balances. The penalty for past due balances was increased to 18% annual interest penalty per year beginning in 2004. With the implementation of these policies, we achieved an excellent payment record from our residents, with only two owners (representing 3 total lots) currently in arrears (2018).

The largest responsibility for the HOA has been developing and protecting the Common Waterfront Lot (Lot 1 of Beltane Acres), which is owned by the HOA. Many improvements have been added over the years, with more planned in the future. A single pier dock provides owner access to the Lake. The original landscaping block wall on the Common Lot was replaced with a tiered rock retaining wall and sand beach. This past year, we added a permanent gazebo, to provide some much-needed shade in the grassy area above the beach. Last year we resolved a long-standing boundary dispute with the neighboring lot and installed survey markers, the HOA members also agreed to install a “boundary fence” along the sidelines of the common lot. This work is expected to be performed in summer 2019. We also are re-doing the irrigation system for the common lot this summer and adding a small boat/kayak rack.

Longer term we are working on plans for enlarging the dock and possibly bringing power to the common lot. We hope you will join us in working to understand and meet our owner needs and desires in continuing to make our neighborhood fun, attractive, safe and ever appreciating in value!
